On or about April 03, 2011, ACI/Craig Frost operated an air service between Chicago, Illinois, USA and Toronto, Ontario, Canada using a Gulfstream IV aircraft bearing registration N25VG to transport passengers without holding a licence issued in respect of that service, thereby violating paragraph 57(a) of the Canada Transportation Act, S.C.,1996, c. 10.
