The Accessible Transportation for Persons with Disabilities Regulations (ATPDR) require all transportation providers to follow applicable provisions in the Canadian Standards Association (CSA) specifications for accessible design contained in CAN/CSA-B651-18 — Accessible Design for the Built Environment, as amended from time to time.

An amended version of the B651-18, called the CSA/ASC B651:23 - Accessible design for the built environment, was published on January 27, 2023. Transportation service providers must meet the requirements of CSA/ASC B651:23 with respect to new purchases and leases, as well as any modifications or renovations to existing equipment or amenities.

The requirements in CSA/CAN B651-18 will continue to apply to existing infrastructure.

It is the responsibility of transportation service providers to ensure they are applying the correct and relevant standards while procuring new, or renovating existing, infrastructure.

The CTA has created an Administrative Concordance Table which identifies any changes to the clause numbers from the 2018 version to the 2023 version.

Transportation service providers must continue to meet the requirements of CAN/CSA-B651.2-07 (R2017), entitled Accessible design for self-service interactive devices for technical specifications of automated self service kiosks.

While the CSA standards incorporated in the ATPDR - CSA/CAN B61-18, CSA/ASC B651:23 and CAN/CSA-B651.2-07 (R2017) are available free of charge, you must register to create a user account in order to access them.
