Air Creebec Inc. (hereinafter the applicant) has applied to the National Transportation Agency for the suspension set out in the title. The application was received on May 3, 1988.

Under Licence No. A.T.C. 2176/72(C), the applicant is authorized to operate a Class 4 Charter domestic service using fixed wing aircraft in Groups B, C, D and E, from a base at Fort George/La Grande 2, P.Q.

Under Licence No. A.T.C. 3379/82(NS), the applicant is authorized to operate a Class 2 Regular Specific Point domestic service using fixed wing aircraft in Groups B, C, D and E, serving the points Val-d'Or, Matagami, Lebel-sur-Quévillon, Chibougamau/Chapais, Némiscau, Rupert-House, Eastmain, Paint-Hills, Fort George/La Grande 2, Great-Whale-River and Rouyn/Noranda, P.Q.; and Ottawa, Moosonee/ Moose Factory, Ontario.

Under Licence No. A.T.C. 3382/82(C), the applicant is authorized to operate a Class 4 Charter domestic service using fixed wing aircraft in Groups B, C, D and E, from a base at Val-d'Or, P.Q.; and under Licence No. A.T.C. 778/82(CF), a Class 9-4 Charter non-scheduled international service using the same aircraft, from the same base.

It is noted that pursuant to subparagraphs 109(2)(d)(ii) and 109(2)(d)(iii) of the National Transportation Act, 1987, S.C. 1987, c. 34, Licence Nos. A.T.C. 2176/72(C), A.T.C. 3379/82(NS), A.T.C. 3382/82(C) and A.T.C. 778/82(CF) are deemed to be licences issued pursuant to subsection 72(2) and section 94 of the National Transportation Act, 1987.

The Agency has reviewed the application and considers it appropriate to suspend the Group D authority under Licence Nos. A.T.C. 2176/72(C), A.T.C. 3379/82(NS), A.T.C. 3382/82(C) and A.T.C. 778/82(CF). The application is hereby approved.

The Group D authority under Licence Nos. A.T.C. 2176/72(C), A.T.C. 3379/82(NS), A.T.C. 3382/82(C) and A.T.C. 778/82(CF) is hereby suspended, pursuant to subsections 75(2) and 97(2) of the National Transportation Act, 1987, until November 3, 1988. Air Creebec Inc. is required to satisfy the Agency, on or before September 30, 1988, that it has the qualifications, as set out in Part II of the National Transportation Act, 1987, necessary for issuance of licences that are appropriate replacements for its previously held licences.

This Decision shall form part of Licence Nos. A.T.C. 2176/72(C), A.T.C. 3379/82(NS), A.T.C. 3382/82(C) and A.T.C. 778/82(CF) and shall remain affixed thereto as long as the said Decision is in force.
