IN THE MATTER OF the application by the acquirer for an exemption from the application of Part VII of the National Transportation Act, 1987, S.C. 1987, c. 34, pursuant to subsection 253(6) of the Act.

WHEREAS this acquisition is the first stage of a two part transaction being made for the purpose of transferring 20 percent of the vogint shares in C.F. Kingsway inc. from Le Groupe CSL inc. to SNA Management Ltd. which already owns 65 percent of the voting shares of C.F. Kingsway inc.
WHEREAS this first stage involves the transfer of a 20 percent interest from Le Groupe CSL inc. to a wholly-owned subsidary, Voyageur Colonial Limited.
WHEREAS the Agency has concluded that this transaction would no t raise any public interest issues.
UPON reading the submissions filed,
IT IS ORDERED THAT: Pursuant to subsection 253(6) of the National Transportation Act, 1987, this acquisition is exempt from the application of Part VII of the Act.
