APPLICATION by Subsea 7 Canada Inc., pursuant to the Coasting Trade Act, S.C., 1992, c.31, for a licence.
APPLICATION
Subsea 7 Canada Inc. applied, through its representative, for a licence to use the “SEVEN WAVES”, an Isle of Man flex-lay vessel, to install two single anchor loading bases and corresponding hose systems for the offshore loading systems at the Hebron oil field. The SEVEN WAVES will also support the construction activities for future tie-in spool installation and do support work for the Grand Banks Offshore Optical Cable installation project. The activity will be completed offshore on the east coast of Newfoundland and Labrador, and will commence on July 20 and end on August 30, 2016.

FACTS AND DETERMINATION
Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.
The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
