Pursuant to Decision No. 20-A-2006 dated January 11, 2006, the Canadian Transportation Agency (hereinafter the Agency), inter alia, issued Licence No. 060002 to Pronto Airways Limited Partnership, by its General Partner 101075247 Saskatchewan Ltd. carrying on business as Pronto Airways (hereinafter the Licensee) authorizing it to operate a domestic service, small aircraft. The Licensee intends to operate this service using aircraft operated by West Wind Aviation Limited Partnership by its General Partner, West Wind Management Ltd.

The Agency has determined that in order to ensure continued compliance with subparagraph 61(a)(ii) of the Canada Transportation Act (hereinafter the CTA), the Licensee should provide the Agency with any documentation that has the effect of altering or proposing to alter the agreement between the Licensee and West Wind Aviation Limited Partnership by its General Partner, West Wind Management Ltd., including the renewal of the agreement, or would indicate that the Licensee has entered into ir is proposing to enter into a similar arrangement with one or more parties.

Accordingly, the Agency, pursuant to sections 25 and 28 of the CTA, hereby requires the Licensee to provide the Agency with any documentation, immediately upon execution, that has the effect of altering or proposing to alter the agreement between the Licensee and West Wind Aviation Limited Partnership by its General Partner, West Wind Management Ltd., including the renewal of the agreement, or would indicate that the Licensee has entered into or is proposing to enter into a similar arrangement with one or more other parties.

Further, the Licensee is prohibited from providing its domestic service, small aircraft under Licence No. 060002 using all or part of an aircraft, with flight crew, that have been provided to West Wind Aviation Limited Partnership by its General Partner, West Wind Management Ltd. by another person.

This Order shall be affixed to Licence No. 050097 and shall remain in effect until further order of the Agency.
