IN THE MATTER OF the operation of a scheduled international service by Universal Airlines Incorporated - Licence No. 050040.

Under Licence No. 050040, Universal Airlines Incorporated (hereinafter the Licensee) is authorized to operate a scheduled international service on the route(s) set out in the Agreement between the Government of Canada and the Government of the Co-operative Republic of Guyana on Air Transport, initialled ad referendum on January 18, 2005.
By Decision No. 569-A-2005 dated September 15, 2005, Licence No. 050040 was suspended pursuant to paragraph 72(2)(b) of the Canada Transportation Act, S.C., 1996, c. 10 (hereinafter the CTA). Pursuant to that Decision, the Licensee was provided with a period of one year from the date of the Decision to file an application to reinstate the said licence.
To date, the Licensee has failed to file an application to reinstate the said licence and the Canadian Transportation Agency (hereinafter the Agency) has determined that, in respect of the service for which the licence was issued, the Licensee does not meet the requirement of subparagraph 69(1)(a)(iii) of the CTA.
Pursuant to subsection 72(1) of the CTA, the Agency must suspend or cancel a scheduled international licence where the Agency has made such a determination.
The Agency has considered the matter and, pursuant to subsection 72(1) of the CTA, hereby cancels Licence No. 050040.
