File No. M4211/A1045-2

Pursuant to Licence No. 070019, Air Rutter International LLC (hereinafter the Licensee) is authorized to operate charter flights in accordance with Annex III of the Air Transport Agreement between the Government of Canada and the Government of the United States of America signed on March 12, 2007.

By Order No. 2007-A-496 dated November 6, 2007, Licence No. 070019 was suspended pursuant to paragraph 75(1)(b) of the Canada Transportation Act, S.C., 1996, c. 10, as amended (hereinafter the CTA), for failure by the Licensee to file with the Canadian Transportation Agency (hereinafter the Agency) a valid certificate of insurance. The Licensee was provided with a period of thirty (30) days from the date of the Order to show cause why Licence No. 070019 should not be cancelled pursuant to paragraph 75(1)(b) of the CTA.
