IN THE MATTER OF the operation of a scheduled international service by Air Canada - Licence No. 000153.

Under Licence No. 000153, Air Canada (hereinafter the Licensee) is authorized to operate a scheduled international service, large aircraft and a scheduled international service, all-cargo aircraft, on the route(s) set out in the Arrangement on Air Transport between the Government of Canada and the Government of the Republic of Singapore contained in an Agreed Minute signed on August 15, 1992 (hereinafter the Arrangement).

Condition No. 3 of Licence No. 000153 states:

Unless terminated at an earlier date in accordance with the CTA or the Arrangement, this licence is in effect until October 25, 2008.

On November 1, 2007, delegations representing the Government of Canada and the Government of the Republic of Singapore agreed on a bilateral air transport agreement. The ad referendum Agreement between the Government of Canada and the Government of the Republic of Singapore on Air Transport (hereinafter the Agreement) is to be applied administratively effective on December 14, 2007 and will replace the Arrangement.

The Canadian Transportation Agency (hereinafter the Agency) has considered the matter and is of the opinion that Licence No. 000153 should be amended to reflect the fact that the scheduled international services are to be operated under the Agreement. Accordingly, the Agency, pursuant to subsection 71(1) of the Canada Transportation Act, S.C., 1996, c. 10, as amended (hereinafter the CTA), hereby amends the conditions of Licence No. 000153 as follows:

  1. The Licensee is authorized to operate the route(s) set out in the Agreement.
  2. The operation of the scheduled international service authorized herein shall be conducted subject to the provisions of the Agreement and to any applicable arrangements as may be agreed to between Canada and Singapore.
  3. Unless terminated at an earlier date in accordance with the CTA or the Agreement, this licence shall terminate at the termination or expiration of the Agreement, or upon the effective date of any amendment to the Agreement which shall have the effect of eliminating the rights herein authorized.

A new document of licence bearing Licence No. 000153 will be issued to Air Canada.
