APPLICATION
Subsea 7 Canada Inc. applied, through its representative, for a licence to use the “SEVEN WAVES”, a flex-lay vessel registered in the Isle of Man, to install two single anchor loading bases and corresponding hose systems for the offshore loading systems at the Hebron oil field. The ship will also perform additional operations to support the construction activities such as surveys, valve operations and metrology for future tie-in spool installation, as well as support work for the Grand Banks Offshore Optical Cable installation project being performed by others. The activity will be completed offshore on the east coast of Newfoundland and Labrador, and will start on October 1 and end on November 1, 2016.

FACTS AND DETERMINATION
Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.
The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
