Application

Subsea 7 Canada Inc. applied, through its representative, for a licence to use the “GIANT 4”, a Dutch semi-submersible barge, to work in tandem with the “UNION WRESTLER”, an anchor-handling tug, to lift and recover the SeaRose floating production, storage and offloading unit (FPSO) turret moonpool cover plate in Mortier Bay, Newfoundland and Labrador. Once recovered, the cover plate will be cleaned and inspected on the deck of the barge. It will then be transported to Conception Bay, Newfoundland and Labrador, for modifications. The cover plate will then be deployed in Conception Bay. The activities will commence on August 14 and end on August 27, 2011.

Facts and Determination

Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
