APPLICATION by Husky Oil Operations Ltd., pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence.

APPLICATION

Husky Oil Operations Ltd. applied, through its representative, for a licence to use the "HEATHER KNUTSEN", a Canadian non-duty paid tanker, to carry approximately 130,000 metric tonnes of crude oil, for multiple voyages, from the White Rose and/or Terra Nova floating production, storage and offloading units and/or the Hibernia Platform, Newfoundland and Labrador. The crude oil will be discharged at Whiffen Head, Newfoundland and Labrador and/or Point Tupper and/or Halifax, Nova Scotia and/or Saint John, New Brunswick and/or Portland, Maine, United States of America, for transmission via pipeline to Montréal, Quebec, commencing on or about September 14, 2010 and ending on or about March 14, 2011.

Is there a suitable Canadian ship available to perform the activity?

FACTS AND DETERMINATION

Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry and no Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
