Niagara Helicopters Limited (hereinafter the applicant) has applied to the National Transportation Agency to operate the service set out in the title. The application was received on November 3, 1988 and was complete and ready for processing on November 14, 1988.

Under Licence No. 882495, the applicant is authorized to operate a Class 9-4 Charter non-scheduled international service using rotating wing aircraft having a maximum certified take-off weight not greater than 4,409 pounds.

Notice of the application was published on November 25, 1988 in the newspaper of the area concerned and copies of the notice were sent to selected air carriers and to others believed to be interested. No interventions opposing the granting of the application were filed with the Agency.

Following its consideration of the application, the Agency finds it in the public interest to issue a licence to operate a Class 9-4 Charter non-scheduled international service to Niagara Helicopters Limited and, in accordance with the applicant's indicated intentions, to authorize the Licensee to use rotating wing aircraft having a maximum certificated take-off weight greater than 7,500 pounds but not greater than 18,000 pounds.

Licence No. 882495 is hereby amended by adding the following condition:

The Licensee is authorized to use rotating wing aircraft having a maximum certificated take-off weight greater than 7,500 pounds but not greater than 18,000 pounds.

A new document of licence, bearing Licence No. 882495, will be issued to Niagara Helicopters Limited upon the applicant establishing to the satisfaction of the Agency that it meets the requirements set out in subsection 94(1) of the National Transportation Act, 1987, S.C. 1987, c. 34
