APPLICATION

Alaska Marine Lines, Inc. applied, through its Canadian representative, for a licence to use the following American tugs and barges: "TONGASS PROVIDER", "TAKU PROVIDER", "SOUTHEAST PROVIDER", "STIKINE PROVIDER", "SITKA PROVIDER", "WESTERN TITAN" and "PACIFIC TITAN". These will be used to provide weekly water bridge services between Seattle, Washington, and Wrangell, Juneau, Haines and Skagway, Alaska, to transport goods between Vancouver, British Columbia and various points in Northern British Columbia, the Yukon Territory and the Northwest Territories. The vessels will also be used to transport ore concentrates from a mine site near Elsa and Keno City, Yukon, to Trail, British Columbia, via a weekly water bridge service from Wrangell, Juneau, Haines and Skagway, Alaska to Seattle, Washington, United States of America, commencing on January 1 and ending on December 31, 2011.

Is there a suitable Canadian ship available to perform the activity?

FACTS AND DETERMINATION

Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry. On December 5, 2010, an objection was filed with the Agency by Northern Transportation Company Limited (NTCL), stating that it had Canadian flagged vessels suitable and available to perform the activity described in the application. NTCL withdrew its objection on December 19, 2010.

No other Canadian ships were offered. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
