APPLICATION

Rowan Companies Inc., through its Canadian representative, applied for a licence to use the "ROWAN GORILLA III", an American mobile offshore drilling unit, to perform drilling services for petroleum exploration and development and accommodation installation offshore Nova Scotia on the east coast of Canada, commencing on April 15, 2010 and ending on April 14, 2011.

ISSUE

Is there a suitable Canadian ship available to perform the activity?

FACTS AND DETERMINATION

A search of the Canadian marine industry was conducted and the Canadian Transportation Agency (Agency) has determined that there is no suitable Canadian ship available to provide the service or perform the activity described in the application.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
