APPLICATION by PF Collins Customs Broker Ltd., on behalf of Technip Offshore Canada Ltd., pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence to use the "CSO MARIANOS", a Bahamian diving support vessel to install, connect and test the sub-sea hook-up equipment of the production system for the White Rose oilfield project located approximately 350 kilometres off the east coast of Newfoundland; and to install the sub-sea pipelines and assemblies required to connect the South Venture production platform into the Sable Tier 2 pipeline system. South Venture is located approximately 200 kilometres south-west of Halifax, Nova Scotia. The activities will be during the period commencing on May 12, 2004 and ending on November 1, 2004.

PF Collins Customs Broker Ltd. has, on behalf of Technip Offshore Canada Ltd., applied to the Minister of National Revenue for a licence to operate the service set out in the title. The matter was referred to the Canadian Transportation Agency on January 14, 2004.

The Canadian Transportation Agency conducted a search of the relevant portion of the marine industry and has determined pursuant to subsection 8(1) of the Coasting Trade Act that there is no suitable Canadian ship available to provide the service or perform the activities described in the application.

This determination will be provided to the Minister of National Revenue for any necessary action as provided for in the Coasting Trade Act.

This Decision does not constitute an authority to commence operations in respect of the service for which application has been made.
