Air Sandy Inc. (hereinafter the applicant) has applied to the National Transportation Agency for authority to operate the service set out in the title. The application was received on October 27, 1993 and was complete and ready for processing on November 30, 1993.

Under Licence No. 930133, the applicant was authorized to operate a Class 3 Specific Point domestic service using fixed wing aircraft in Groups A and B, serving the points Sandy Lake, Deer Lake, North Spirit Lake and Red Lake, Ontario.

Notice of the application was published on December 22, 1993 in the newspaper of the areas concerned and was posted at the post offices of Garden Hill and St. Theresa Point. In addition, selected air carriers and others who may have an interest in the proceedings were notified of the application. No interventions opposing the granting of the application were filed with the Agency.

By letter dated March 15, 1994, the Agency advised the applicant that no opposing interventions had been received and that it should proceed to complete its application, within one year from the date of the letter, by establishing to the satisfaction of the Agency that it has the qualifications necessary for the issuance of the licence as stated in paragraph 72(2)(a) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.).

The applicant met the requirements of the Agency in respect of the authority to serve the points Sachigo Lake, Bearskin Lake, Pikangikum and Sioux Lookout, Ontario; Garden Hill (Island Lake) and St. Theresa Point, Manitoba; and in respect of the authority to use fixed wing aircraft in Group C serving the points Red Lake, Sachigo Lake, Bearskin Lake, Pikangikum and Sioux Lookout, Ontario; and Garden Hill (Island Lake) and St. Theresa Point, Manitoba. Accordingly, a new document of licence bearing Licence No. 930133 was issued to the applicant.

The applicant has now filed the material necessary to complete its application. The Agency has reviewed the material filed and is satisfied that the applicant meets the requirements set out in paragraph 72(2)(a) of the National Transportation Act, 1987.

Condition No. 2 of Licence No. 930133 is hereby deleted.

Accordingly, a new document of licence, bearing Licence No. 930133, will be issued to Air Sandy Inc.
