Coasting trade application to use unknown tanker

This is further to the Coasting trade licence application filed by Point Tupper Marine Services Co. (hereinafter the applicant) to use the "M / T ORAGREEN", a bahamian tanker to carry fuel from Point Tupper, Halifax, Nova Scotia or St. John, New Brunswick to Chedabucto Bay, Strait of Canso, St. John, New Brunswick, Cabot Strait, Nova Scotia, Gulf of St.Lawrence, the St. Lawrence River and Newfoundland during a period of one year from June 26, 2003 to June 25, 2004.

The Canadian Transportation Agency (hereinafter the Agency) has determined that the present application cannot be processed as it is speculative in nature and does not permit the Agency to conduct a meaningful search to determine the availablity of suitable Canadian vessels. Furthermore, the Agency is of the opinion that it can address any specific urgent requirement in a timely fashion and, as such, this cannot justify the acceptance of a speculative application for a one year blanket waiver for a foreign vessel.

The application is therefore being returned, as unacceptable, due to its entirely speculative nature, and the lack of precise dates for the proposed activity. Should the need arise, a specific application should be submitted, and it will be treated with due consideration.
