Determination No. W-2022-9
APPLICATION by IT International Telecom Canada Inc., pursuant to the Coasting Trade Act, SC 1992, c 31, for a licence.
IT International Telecom Canada Inc. applied, through its representative, to the Minister of Public Safety and Emergency Preparedness (Minister), for a licence to use the "IT INTREPID", a cable ship registered in Barbados, to install, lay and bury a new subsea fibre communication cable between Sept-Îles and Sainte-Anne-des-Monts, Quebec. The activity will start on or about April 15, 2022, and will end on or about April 30, 2022.
On January 6, 2022, Horizon Maritime filed an objection to the application and offered three Canadian-registered multipurpose ships to perform the activity. On January 17, 2022, the objection was withdrawn.
To support the licensing process, the Canadian Transportation Agency (Agency) must determine under section 8 of the Act whether a suitable Canadian ship is available to provide the service.
Agency staff gave notice of the application to the Canadian marine industry, and no Canadian ships were offered other than the ships offered by Horizon Maritime, which were later withdrawn. Therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.
The Minister considers the Agency's Determination in deciding whether to issue the licence. This Determination is not an authority to operate.
