(A) On or about October 1, 2020 Island Express Air Inc. sold, caused to be sold or publicly offered for sale in Canada an air service through its online website. https://www.islandexpressair.com without holding a license issued under Part II of the Canada Transportation Act in respect to that service thereby contravening paragraph 59 of the Canada Transportation Act.
