(A) On or about October 2, 2023, Skyways Charter LLC operated an air service using a Cessna Citation X bearing registration N626CT from Van Nuys, California, United States (VNY) to Toronto, Ontario, Canada (CYYZ) without holding a licence issued under Part II of the Canada Transportation Act (CTA) thereby contravening section 57 of the CTA.
