IN THE MATTER OF the operation of a domestic service and a Class 4 Charter domestic service by 159731 Canada Inc. carrying on business as Les Services Aériens de Parent/Parent Air Services - Licence Nos. 890018 and 890019.

WHEREAS under Licence No. 890018, 159731 Canada Inc. carrying on business as Les Services Aériens de Parent/Parent Air Services (hereinafter the Licensee) is authorized to operate a domestic service;

AND WHEREAS under Licence No. 890019, the Licensee is authorized to operate a Class 4 Charter domestic service using fixed wing aircraft in Groups A and B, from a base at Parent, Quebec;

AND WHEREAS by letter dated May 14, 1990, the Licensee was advised that Canadian Aviation Insurance Managers, Ltd. had informed the Agency that the Licensee's insurance coverage terminated effective April 30, 1990. The Licensee was therefore required to file with the Agency a valid certificate of insurance or evidence of insurability;

AND WHEREAS by registered letter dated August 1, 1990, Licence Nos. 890018 and 890019 were suspended pursuant to subsection 75(1) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.), for failure to file with the Agency a valid certificate of insurance or evidence that it has prescribed liability insurance coverage. The Licensee was required to show cause within twenty-one (21) days from the date of the letter why Licence Nos. 890018 and 890019 should not be cancelled pursuant to subsection 75(1) of the National Transportation Act, 1987;

AND WHEREAS the above-noted letter dated May 14, 1990 was returned to the Agency postmarked by Canada Post Corporation as "Refused by addressee";

AND WHEREAS to date, the Licensee has failed to file with the Agency the required certificate of insurance or evidence of insurability;

AND WHEREAS in light of the above, the Agency has reasonable grounds to believe that, in respect of the services for which the licences are issued, the Licensee ceases to have the qualifications necessary for the issuance of the said licences;

AND WHEREAS the Agency considers it appropriate to cancel Licence Nos. 890018 and 890019.

NOW THEREFORE, IT IS ORDERED THAT:

Licence Nos. 890018 and 890019 are hereby cancelled pursuant to paragraph 75(1)(a) of the National Transportation Act, 1987.
