October 24, 2013

APPLICATION by McKeil Malaspina Ltd., pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence.

File No.:
W9125/13-05849

APPLICATION

McKeil Malaspina Ltd. applied, through its representative, for a licence to use the “TOBIAS”, a Canadian non-duty paid registered cargo barge, to be used as a batching plant to support the construction of the Hebron gravity based structure, in and around Bull Arm, Newfoundland and Labrador. The barge will be outfitted in Nova Scotia prior to mobilization. The activities will commence January 1st and end December 31, 2014.

ISSUE

Is there a suitable Canadian ship available to perform the activity?

FACTS AND DETERMINATION

Canadian Transportation Agency (Agency) staff gave notice of the application to the Canadian marine industry. Northern Transportation Company Limited (NTCL) filed an objection and offered a ship to perform the activity. NTCL has since withdrawn its submission. No other Canadian ships were offered, therefore, the Agency determines that there is no suitable Canadian ship available to perform the activity.

The Agency is providing this determination to the Minister of Public Safety and Emergency Preparedness to consider whether to issue the licence. This Decision is not an authority to operate.
