APPLICATION by P.F. Collins Customs Broker Ltd., on behalf of Karlsen Shipping Company Ltd., pursuant to the Coasting Trade Act, S.C., 1992, c. 31, for a licence to use the "M/V HAVILA CHARISMA", a Norwegian anchor handling supply vessel, to provide support to the "WEST NAVION" during drilling operations, offshore Nova Scotia, exclusively in the continental shelf zone, during the period commencing on July 25, 2002 and ending on August 25, 2002.

P.F. Collins Customs Broker Ltd. has, on behalf of Karlsen Shipping Company Ltd., applied to the Minister of National Revenue for a licence to operate the service set out in the title. The matter was referred to the Canadian Transportation Agency (hereinafter the Agency) on July 11, 2002.

The Agency conducted a search of the relevant portion of the marine industry. Notice of the application was given on July 12, 2002 and an offer was received from Océan Construction Inc. on July 15, 2002. However, the offer was withdrawn on July 24, 2002. The Agency has therefore determined, pursuant to subsection 8(1) of the Coasting Trade Act that there is no suitable Canadian ship available to provide the service or perform the activities described in the application.

This determination will be provided to the Minister of National Revenue for any necessary action as provided for in the Coasting Trade Act.

This Decision does not constitute an authority to commence operations in respect of the service for which application has been made.
