APPLICATION by Air Canada pursuant to subsection 69(1) of the Canada Transportation Act, S.C., 1996, c. 10, as amended.

Air Canada has applied to the Canadian Transportation Agency (Agency) for a licence to operate scheduled international services, using large and all-cargo aircraft, between Canada and Israel.
Air Canada is licensed to operate scheduled international services, using large and all‑cargo aircraft, in a manner consistent with the Agreed Minute between Canada and Israel signed on February 22, 2010.
Condition No. 3 of the licence states:
This licence shall terminate on March 26, 2011.
By Order No. 2010-A-199, the Agency, pursuant to paragraph 80(1)(c) of the Canada Transportation Act (CTA), exempted Air Canada from the application of section 59 of the CTA, permitting Air Canada to sell, cause to be sold or publicly offer for sale in Canada scheduled international services between Canada and Israel for travel beyond March 26, 2011, without holding the required licence, subject to certain conditions.
By the Agreed Minute, signed on February 4, 2011, Canada and Israel agreed on arrangements for the operation of scheduled international services for a period of one year until the end of the IATA 2011‑2012 winter season.
The Agency is satisfied that Air Canada meets all the applicable requirements of paragraph 69(1)(a) of the CTA.
Concerning the duration of the subject authority, the Agency considers it appropriate to grant the authority until March 25, 2012.
Accordingly, the Agency approves the application for a licence to operate scheduled international services, large and all-cargo aircraft, between Canada and Israel.
Pursuant to subsection 71(1) of the CTA, the licence is subject to the conditions prescribed by the Air Transportation Regulations, SOR/88-58, as amended, and the following conditions:
- The Licensee is authorized to operate scheduled international services in a manner consistent with the Agreed Minute between Canada and Israel signed on February 4, 2011.
- The scheduled international services are to be conducted in accordance with any applicable arrangements agreed to between Canada and Israel.
- This licence shall terminate on March 25, 2012.
Any similar request for a subsequent authority shall be submitted to the Agency for approval one month prior to the expiry of the licence.
