APPLICATION by Labrador Airways Limited for authority to also serve the points St-Augustin, La Tabatière, Tête-à-la-Baleine, Harrington Harbour/Chevery, Gethsémanie/La Romaine, Kégaska, Natashquan, Baie-Johan-Beetz, Havre- Saint-Pierre, Port Menier and Sept-Îles, Quebec and to also use fixed wing aircraft in Group D under licence No. 882581.

Labrador Airways Limited (hereinafter the applicant) has applied to the National Transportation Agency for authority to operate the service set out in the title. The application was received on March 19, 1991.

The applicant met the requirements of the Agency in respect of the authority to also serve the points St-Augustin, La Tabatière, Tête-à-la-Baleine, Chevery, La Romaine, Kégaska, Natashquan, Baie-Johan-Beetz, Havre-Saint-Pierre, Port Menier and Sept-Îles, Quebec; and consequently, under Licence No. 882581, the applicant is now authorized to serve the points Goose Bay, Black Tickle, Cartwright, Davis Inlet, Hopedale, Makkovik, Mary's Harbour, Nain, Paradise River, Port Hope Simpson, Postville, Red Bay, Rigolet, Square Islands, St. Anthony, Fox Harbour, Charlottetown and Williams Harbour, Newfoundland; Blanc-Sablon, St-Augustin, La Tabatière, Tête-à-la-Baleine, Chevery, La Romaine, Kégaska, Natashquan, Baie-Johan-Beetz, Havre-Saint-Pierre, Port Menier and Sept-Îles, Quebec.

Notice of the application was published on April 7 and 17, 1991 in the newspapers of the areas concerned and was posted in the post offices of Blanc-Sablon, St. Augustin, La Tabatière, Tête-à-la-Baleine, Harrington Harbour/Chevery, Gethsémanie/La Romaine, Kégaska, Natashquan, Baie-Johan-Beetz and Port Menier, Quebec. Copies of the notice were also sent to selected air carriers and to others believed to be interested. No interventions opposing the granting of the application were filed with the Agency. Nineteen interventions were filed in support of the application.

By letter dated June 13, 1991, the Agency advised the applicant that no opposing interventions had been received and that it should therefore file Section II of its application within one year from the date of the letter.

The applicant has now filed Section II of its application in respect of the authority to also use fixed wing aircraft in Group D. The Agency has reviewed the material filed and is satisfied that the applicant meets the requirements set out in paragraph 72(2)(a) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.) in respect of the authority to also use fixed wing aircraft in Group D.

Accordingly, a new document of licence, bearing Licence No. 882581, will be issued to Labrador Airways Limited.

To make provision for the level of Class 3 service to be consistent with demand anticipated by the applicant and in accordance with the applicant's indicated intentions, the Agency finds it in the public interest to authorize the Licensee to also use fixed wing aircraft in Group D.

Condition No. 1 of Licence No. 882581 is hereby amended to read:

The Licensee is authorized to use fixed wing aircraft in Groups A, B, C and D.
