Under Licence No. 890319 dated June 5, 1992, Kenmore Air Harbor, Inc. (hereinafter the applicant) is authorized to operate a scheduled international service serving the points Seattle, Washington, U.S.A. and the co-terminals Victoria (Victoria Inner Harbour), Stuart Island, Bliss Landing, Prideaux Haven, April Point, Nanaimo, Pender Harbour, Refuge Cove, Sullivan Bay, Minstrel Island, Echo Bay, Farewell Harbour, Dent Island, Mink Island, Manson's Landing, Cortes Island; Sea Lion Rock, Sonora Island; Port McNeill, North Pacific Springs Resort, Knight Inlet; Telegraph Harbour, Silva Bay, Mayne, Mayne Island; Emerson Bay, Broughton Island; Wakeman Sound; Rendezvous Islands and Campbell River (The Municipal District of Campbell River), British Columbia, Canada. Condition No. 4(b) of the licence reads:

4.(b) Notwithstanding Condition No. 3 above, unless terminated at an earlier date in accordance with the Act or the Agreement or as a result of the termination or expiration of the aforementioned Agreement, this licence in respect of the authority to serve Campbell River (The Municipal District of Campbell River) shall terminate on February 4, 1993. Any application for renewal shall be submitted to the National Transportation Agency no later than 90 days prior to the expiry of the licence.

By letter dated October 1, 1992, the applicant filed with the Agency an application for renewal of Licence No. 890319 in respect of the point specified in Condition No. 4(b).

In accordance with the procedures specified by the Minister, the Department of Transport, Air Policy and Programs Directorate, by letter dated October 22, 1992, advised the Agency of its determination that there has been no change in the circumstances warranting a review of the decision of the Minister and that the licence should be renewed in respect of the said point provided that the licence issuance requirements are met.

Accordingly, the Agency finds it in the public interest to amend Condition No. 4(b) of Licence No. 890319 by extending the validity of the licence to February 4, 1994 in respect of the said point.

Pursuant to subsection 91(1) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.), Condition No. 4(b) of Licence No. 890319 is hereby amended to read:

4.(b) Notwithstanding Condition No. 3 above, unless terminated at an earlier date in accordance with the Act or the Agreement or as a result of the termination or expiration of the aforementioned Agreement, this licence in respect of the authority to serve Campbell River (The Municipal District of Campbell River) shall terminate on February 4, 1994. Any application for renewal shall be submitted to the National Transportation Agency no later than 90 days prior to the expiry of the licence.

As the applicant meets the licence issuance requirements set out in section 88 of the National Transportation Act, 1987, a new document of licence, bearing Licence No. 890319, will be issued.
