APPLICATION by Ptarmigan Airways Ltd. for authority to also serve the points Lupin, Northwest Territories and Watson Lake, Yukon Territory using fixed wing aircraft in Groups C and E under Licence No. 882110.

Ptarmigan Airways Ltd. (hereinafter the applicant) has applied to the National Transportation Agency for authority to operate the service set out in the title. The application was received on October 12, 1993 and was complete and ready for processing on October 26, 1993.
Under Licence No. 882110, the Licensee is authorized to operate a Class 3 Specific Point domestic service using fixed wing aircraft in Groups A, B, C and E, serving the points Edmonton, Alberta; Yellowknife, Snowdrift, Lac la Martre, Rae Lakes, Fort Resolution, Pine Point, Hay River, Fort Simpson, Holman Island, Coppermine, Rankin Inlet, Baker Lake, Fort Smith, Cambridge Bay, Pelly Bay, Gjoa Haven, Spence Bay and Inuvik Northwest Territories; and Whitehorse, Yukon Territory.
Notice of the application was published on November 5 and 8, 1993 in the newspapers of the areas concerned. In addition, selected air carriers and others who may have an interest in the proceedings were notified of the application. No interventions opposing the granting of the application were filed with the Agency.
The applicant has also filed Section II of its application. The Agency has reviewed the material filed and is satisfied that the applicant meets the requirements set out in paragraph 72(2)(a) of the National Transportation Act, 1987, R.S.C., 1985, c. 28 (3rd Supp.) in respect of the authority to serve the point Lupin, Northwest Territories only.
Condition No. 4 of Licence No. 882110 is hereby amended to read:
When serving the points Edmonton, Alberta and Lupin, Northwest Territories, the Licensee is authorized to use fixed wing aircraft in Groups C and E only.
Accordingly, a new document of licence, bearing Licence No. 882110, will be issued to Ptarmigan Airways Ltd.
With respect to the authority to serve the point Watson Lake, Yukon Territory, the applicant should file Section II of its application with the Agency within one year from the date of this Decision. If the applicant does satisfy the Agency within this period that it has the necessary qualifications for licence issuance, the Agency shall issue a new document of licence. If the applicant does not establish to the satisfaction of the Agency, within one year from the date of this Decision, that it has the said qualifications with respect to the authority to serve the point Watson Lake, Yukon Territory, this shall result in the closing of the Agency file regarding that portion of the application.
