(A) On or about April 5, 2023, Emergency Response International, LLC operated an air service using an aircraft, a Citation II 550 bearing registration XA-VEG from Puerto Vallarta, Mexico (PVR) to Regina, Canada (YQR) without holding a licence issued under Part II of the Canada Transportation Act (CTA), thereby contravening subsection 57(a) of the CTA.
