Results of an investigation conducted by a designated enforcement officer, Ontario Region, of the Canadian Transportation Agency (Agency) indicate that Superior Transportation Associates, Inc. has violated subsection 74(2) of the Canada Transportation Act in that it operated a 5th/7th freedom flight in Canada without authorization by the Agency. Superior Transportation Associates, Inc. did not request authority from the Agency prior to operating a 5th/7th freedom flight between Samana, Dominican Republic and Toronto, Ontario, Canada on February 17, 2018. Thereby, Superior Transportation Associates, Inc. did not comply with the terms and conditions of its non-scheduled licence no. 050135; specifically with Annex III of the Air Transport Agreement dated March 12, 2007. |

(B) On or about May 10, 2018, the Kelowna International Airport failed to ensure that all their employees and contractors receive periodic refresher training sessions appropriate to the requirements of their function, thereby violating section 9 of the PTR.
