| Sky Lease 1, Inc. |
Results of an investigation conducted by a designated enforcement officer of the Canadian Transportation Agency (Agency) indicate that Sky Lease 1, Inc. has violated subsection 74(2) of the Canada Transportation Act in that it operated Canadian originating entity cargo flights without holding the proper program permit issued by the Agency in respect of that service and contrary to terms and conditions of Sky Lease 1, Inc.'s non-scheduled international licence. Sky Lease 1, Inc. did not request authority from the Agency prior to operating an aircraft with an MCTOW exceeding 35,000 pounds, between Halifax, Nova Scotia, Canada (CYHZ) and Changsha, China (CSX) on or about July 20, 24, 28 and 31. Thereby Sky Lease 1, Inc. did not comply with the terms and conditions of its non-scheduled licence no. 140083 for said flights. |

A) On or about February 28, 2018, the Iqaluit Airport failed to ensure that all their employees and contractors who are required by the Personnel Training for the Assistance of Persons with Disabilities Regulations to receive training complete their initial training within 60 days after the commencement of their duties thereby violating section 8 of the Personnel Training for the Assistance of Persons with Disabilities Regulations (PTR). (B) On or February 28, 2018, the Iqaluit Airport failed to ensure that all their employees and contractors receive periodic refresher training sessions appropriate to the requirements of their function, thereby violating section 9 of the Personnel Training for the Assistance of Persons with Disabilities Regulations (PTR). |
